This is what I did with old wine bottles. First wash bottle inside, then clean outside of bottle with 1/2 rubbing alcohol & 1/2 water. Paint the outside of the bottle with acrylic sizing, after dry paint your desired color on the outside of the bottle. Let Dry. Add your design by using  tracing paper. Some of these designs were out of painting magazines that I purchased. Finish with a acrylic gloss clear coat.

To Make the bottle topper. I used polymer clay to fit the design I put on the bottle. Bake as directed on package. Clear coat. I poked a toothpick through the clay figure so there was room left to poke it into the cork for the top of the bottle.
